Jean has a B.S. degree from Bethel University. Jean has twenty-five years’ experience in Environmental Health and Safety, during which time she was the Environmental Health and Safety Manager for a Fortune 100 company. For the last eight years, her position has been Vice President of D2 Energy and Kentucky Energy Systems. Jean manages natural gas on several pipelines for cities in West Tennessee along with managing Guthrie Natural Gas customer billing.

Mr. Luton holds a Bachelor of Science degree in Business Administration from Columbia Southern University along with twelve credit hours towards a MBA in Public Administration. He has earned a Public Administration Certification from the University of Tennessee and has been associated with Business Management for over 35 years. He has been the owner and CEO of several small businesses over a 20-year period. From 1995 to 2007 he served as Director of Utilities for the Clarksville, Tennessee Gas and Water Department. In 2007 Mr Luton founded D2 Energy, LLC.

Mr. Luton has over 40 years municipal government experience, including serving on the Clarksville City Council for 17 years, serving multiple department chairs and was elected by his peers to the position of Mayor Pro-Tem.

Mr. Luton has been involved in Department of Defense privatizations, including proposing and negotiating the fifty-year own, operate and maintain for Ft. Campbell natural gas system with the Huntsville Corp of Engineers. Mr. Luton served as Director of Utilities and lead negotiator in this successful transition.

Mr. Luton has successfully worked to develop multiple landfill/methane gas projects to produce green energy and to reduce greenhouse gas emissions.

Mr. Luton founded Municipal Training Academy to train city employees in the West Tennessee area who have been promoted to management learn management skills in order to perform their job effectively. The Training Academy is directed by an advisory board and has graduated over 100 students.

Mr. Luton’s company, D2 Energy, LLC, currently assists more than twenty natural gas systems in the Tennessee and Southern Kentucky area.
